Guidelines for Education Promotion of Child Development Centers under Khlong Jed Sub-district Administration Organization, khlongluang District, Pathum Thani Province

Abstract

The objectives of this thesis were: 1) to study concept, theory, policy, and method of educational management for child development. 2) to analyze the state     of educational management of the child development centers under Khlong Jed            Sub-district Administration Organization, khlongluang District, Pathum Thani Province, and 3) to propose a guideline for educational management promotion of child development centers under Khlong Jed Sub-district Administration Organization, khlongluang District, Pathum Thani Province. The data of this qualitative research were collected from documents, in-depth interviews with 10 key-informants and focus group discussions with 11 experts and the analyzed by content analysis.

The results of the study found that:

1. The concept, theory, policy and method of educational management for child development consist of; 1) the educational management under the National Education Act BE 2542 (1999), the educational management must develop learners accomplished with physical health, mental health, wisdom, knowledge, characters, ethics and culture in living a life, to be able to live with others happily, and to decentralize educational management authority to local government organizations,      2) Educational administration of local government organizations must be based on the principle of lifelong education, and be consistent with constitution of Thailand in order to implant consciousness in democratic form of government with the King as Head of State,  3) The objectives of child center development of Ministry of Interior were to support learning process and developing of children with desirable characteristics and capacity in 5 aspects; physical, emotional, mental, social and intellectual,                   4) Department of Local Administration, Ministry of Interior, issued standards for the child center development in academic management and activity in curriculum in 11 aspects, and 5) Local administration policy of Khlong  Jed Sub-district Administration Organization, khlongluang District, Pathum Thani Province had missions in 5 aspects; educational management promotion,  child development center promotion, learning resources promotion, promotion of religions, arts, cultures, customs and local wisdom, and sport and recreation promotion.

2. The state of educational management of the child development centers under Khlong  Jed Sub-district Administration Organization, khlongluang District, Pathum Thani Province indicated that; 1) In educational management promotion, a number of teachers and with caregivers are not matched with a number of children, the playground was under the standard, first aid room and parlor for children’s parents are in need, there is a limited budget for operation, and the space and area cannot cope with the increasing number of children in centers, 2) The standards of child center operation by Department of Local Administration consist of  23 criterias and 94 indicators, which cause difficulty in operation, 3) In Tambol learning resources promotion, there are a few learning resources in the area, and the prominent learning resources are located outside the Tambol area, so more budget has to be spent,          4) Conservation of religions, arts, cultures, customs and local wisdom can be transferred to learners as the plan set, and  5) sport and recreation promotion, with limitation of rules, regulations and budget, the operation cannot be arranged as the demand of communities.

3. Guidelines for educational management promotion of child development centers under Khlong Jed Sub-district Administration Organization, khlongluang District, Pathum Thani Province consist of 5 main factors; 1) Objectives, 2) Principles,                3) Operation systems, 4) Educational Management of child development center, and 5) Buddhist principles supporting education of child development center; Brahmavihara Dhamma, Iddhipada, and Sangahavatthu Dhamma.
