BUDDHIST ADMINISTRATION MODEL OF OFFICE OF THE NON – FORMAL AND INFORMAL EDUCATION IN LOWER NORTHERN

Abstract

The study had 3 objectives : 1) to study the Buddhist administration conditions of the Office of Non-Formal and Informal Education in the Lower Northern Region 2) to build the models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region and 3) to evaluate the models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region.

This study used the research regulations of Descriptive Research which divided into 3 stages: 1) to study the Buddhist administration condition of the Office of Non-Formal and Informal Education in the Lower Northern Region from documents and 18 professional by using semi-structure type of interviews to do the content analysis, 2) to build the models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region from 13 informants. The tool was the form of recording group conversations being as the content analysis and 3) to evaluate the models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region by 30 experts. The tool used the form of model evaluation of the mean and standard deviation as forms of statistic used.

The results revealed as the following:

      1. The Buddhist administration conditions of the Office of Non- Formal and Informal Education in the lower Northern Region were consisted of 4 aspects : 1) Academic aspect, 2) Budget aspect, 3) Personnel aspect and 4) General administration aspect. The appropriate Buddhist administration was the Threefold Training consisting of 1. Silasikkha; ways and methods of rules and regulations-2. Samadhisikkha: walys and methods of performing the dutie's and 3. Pannasikkha: lways and methods of the results of the performances.

2. The models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region had got the models which were the guidelines as the following: H on academic: building rules and regulations, performing and the results of the Performances according to the regulations, building the following: the curriculum, learning sources, educational guidande regulations, innovation media, system of educational guidance, setting the requlations of measurement and evaluation, including transferring the credits, setting the system of quality assurance within the institutions, 24 on budget: building rulles and regulations, performing and the results of the performances according to the regulations, preparation to request for setting the budget, preparation to ask for the budget, budget allocation, resoucé mobilization and investment for education, financial management, account management, parcel and asset management, monitoring, tracking, evalvation and reporting the results of! spending the annual budget, 3) on personnet! building rules and regulations, performing and the results of the performances according to the regulations, building the rates of manpower plan and setting the proper positions to the demand, setting the ways to seek for and teacher appointments, setting the requlations to develop the efficiency of the government

officials' performances, setting rules and regulations and keeping up the government officials' disciplines and building the rates and regulations of leaving from the officials' jobs and 4) on general administration : building rules and regulations, performing and the results of the performances according to the regulations, building the clerical team work according to rules and regulations, assigning the jobs in duty of secretary, process preparation on information, coordinating with educational network and other educational system network, preparation and creating the educational technology, ordering the personnel to take care of the buildings and environment, assigning the jobs in duty to have the Cone's responsibility, preparation of teenagers? census, assigning someone to Iresponsible on student affairs, creating the public relation team work of Non-Formal Education Ubuilding the internal control system,

3. To evaluate the models of Buddhist administration of the Office of Non-Formal and Informal Education in the Lower Northern Region, it found that there were & aspects: the accuracy of the models, the suitability of the model's the possibility lof the models and the benefits of the models which the results of the evaluation of the models were at high level for all aspects.
