Abtract

          This thesis has two main objectives: 1. to study Human Resource Magnagement of Local government in Mueng District, Nakhon Sawan Province and 2. to study the development of Human Resource Magnagement of Local government in. Mueng District, Nakhon Sawan Province. This research is qualitative research. In-depth interviews Using tools to collect the data from the structured interview 15 series and analyzed by content analysis.

          The results showed that

           1) Human Resource Magnagement of Local government in Mueng District, Nakhon Sawan Province. With a focus on human resource development. Favorably Encourage staff to be constantly evolving. 

          2) Human Resource Management Problems of local government in Mueng district of Nakhon Sawan. Nakhon Sawan found that the human resources planning. The Workforce Planning Problems in the rate plan is for 2 years and 4 years in the frame rate is not clear policies or guidelines. The recruitment of human resources Recruitment by asking the user account that is packed race that can not be identified or that the person who would take account of the race. The development of human resources that support and promote awareness among the people there. Lacks a clear development plan for the development of human resources with knowledge of each individual part or all of the personnel within the organization and has not been conducted before and after the evaluation has been developed. And the maintenance of human resources. Executive compensation, benefits and services. There are problems with executive compensation, benefits and services to personnel.

          3) Development Guidelines for Human Resource Magnagement of Local government in Mueng District, Nakhon Sawan Province should provide the Commission proposal. Check the details before offering an opinion and information. Local government executives to consider and make decisions. In particular, the plan for the development of human resources within the organization continued. The following should be Evaluation before and after every practice regularly.
