Abstract

       The objectives of this study were 1) to study the model of administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province, 2) to compare the elderly’s opinions to the administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province of classification along individual factor, 3) to investigate problem, obstacle and suggestion in the administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province, 4) to study the guideline of the administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province. This study was Mixed Methods Research. The population used by the elderly of Banlao sub-district administrative organization , Sungmen district Phrae province. The populations were 1,071 people and the sampling used 291 by using the formula of Taro  Yamane .  The data were collect by using the questionnaire and analyzed for finding frequency, percentage, mean and standard deviation to descript generation information. Testing the hypothesis used t-test and F-test with one way ANOVA. The result of test showed the different as least significant difference (LSD). In the part of open-end showed problem , obstacle and suggestion the researcher was arrange the group according to issue of open – end. Then they were analyzed by frequency and data on the essence of the interview, the researcher will gather data on the essence of the interview and then by content analyzed.

The results of the research were found as follows;

1. The elderly’s opinions to the administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district, Phrae province overall were ranked at the  high level

2. With regard to the comparison of the elderly’s opinions to the administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province using the hypothesis test by different analysis according individual factor that was; gender , age , level of education, status, and income that found gender , age ,status , level of education and income were not different, it un-accepted the hypothesis.

3. The result of study was problem, obstacle and suggestion of the  administration for the elderly cash allowance according to Sangahavatthu 4 of Banlao sub-district administrative organization , Sungmen district Phrae province. Conclusion, the amount of cash allowance given to each elderly was not enough for their subsistence .They were unable to obtain services for themselves and their reading and writing skills were limited as the result the elderly could not be completely understanding all documents . The elderly cash allowance should be raised and the point services of the elderly cash allowance should establish cover all villages. The officer should give advices clearly about the information all documents.

4. The result of interview the guideline of the model of administration for the elderly cash allowance according to Sangahavatthu 4 Of Banlao sub-district administrative organization , Sungmen district Phrae province found that the most key informant were to emphasize in the main objective that Banlao sub-district administrative organization , Sungmen district Phrae province should apply the principles of Sangahavatthu 4 to manage the administration for the elderly cash allowance in order to support the quality of life and social welfare for the elderly such as virtues making for group integration , accessibility for the elderly and conduct mission authority in full compliance of the local administration.
