Abstract

 The research Entitled “The Development of Community Leader Characteristics in Accordance of Phranakhonsriayutthaya” and the objectives were (1) To study the general state of current community leaders in municipal, Phranakhonsri ayutthaya, (2) To study the practice of Buddhism, leadership theory and development theory that effect to the development of community leaders in municipal, Phranakhonsriayutthaya, (3) To propose the model of community leader’s development in municipal, Phranakhonsriayutthaya. This research was defines as a mixed methods research. Qualitative research the researcher had an in-depth-interview from boards and committees of municipal totally 15 people. For quantitative research the researcher had sampling the respondents from all the community members totally 399 people. The data were collected and analyzed in term of statistical: frequency, percentage, mean, standard deviation, T-test, F-test (One-way Anowa) and multiple linear regressions.

Findings of Research were as follows :
1. The personal factors of population who were the community members in municipal, Phranakhonsiayutthaya are male respondents of 43.70 percent and 56.30 percent are female. 36.40 percent ages between 30-39 years and 28 percent ages between 40-49 years old. Most of the community members have an education under bachelor degree of 46 percent and bachelor degree for 42 percent. 65.30 percent of the respondents are position as the members of the community and 21.10 percent of the respondents are the president of the community. Therefore, 32.70
percent of the respondents have work experienced over 10 years and 28.60 percent of the respondents have work experienced 7-10 years. Furthermore, 76.90 percent of the respondents have lived in the community over 10 years and 13 percent have lived in the community approximately 7-10 years. Most of the respondents are government officers, municipal committees and freelance of 21.90%, 21.40% and 21.10% respectively.
2. The principle of Buddhadhamma, leadership theory and development theory that effect to the development of community leaders in municipal, Phranakhon Si Ayutthaya the leader should be those who follow Sappurisa Dhamma 7 consisted of 3 phase: Mattannuta or moderation; knowing how to be temperate; sense of proportion with a moral and ethical ideals, self-confidence, hard working, enthusiastic and devoted time for work, develop themselves, be responsible, self-discipline and a good role model for the community. Puggalannutà knowing the individual; knowing the different individuals, is known how to put the right man on the right job, promote participation unity among the good friend to a colleague, have the ability to motivate people and be motivation for colleagues. Parisannutà knowing the assembly; knowing the society, have a passion for community living, know the needs and traditional culture of the community, leadership in the implementation of the cultural heritage of the community, a leader in the conservation community life and a leader in job creation. Leadership theory, community leaders should look at 4 key areas: 1) friendly 2) ingenuity 3) commitment and 4) self-confidence.
3. Community leaders should be those who are both smart and good. Smart leaders should have the following features: educational knowledge to analyze the strengths, weaknesses, opportunities and threats of the community. The leaders should have wide visionaries to predict what will happen to the community in the future and be prepared to resolve in time. Creative community leaders are able to think and intend to develop their own communities with discretion of planning to work. The community leaders should plan before the work especially exact objectives. Moreover, the leaders should set the standard in performance monitoring and work evaluation with its commitment, confident, decisive leader in the community. Good leader should have the following features: moral, faithfulness, sacrifice, common good is important, humble, honor to others, accepting the
opinions of others, tactful, proper posture to be a good example to the community and be responsible. However, leaders must improve and develop themselves as always.
